Q: Possible to submit the book while the contract is being Processing?

I too have created an iTunes Connect account which has a status of "pending tax"

I have use iBook Author and when selecting Publish, I get to the point for "sign in to iTunes Connect" but get the error message "This Apple ID isn't associated with an iTunes Connect account."

Any insights on why I cannot publish the book vie iBooks Author?   Is there another/better way to publish the work that was created in iBooks Author?
