Possible to submit the book while the contract is being Processing?

Hi all,

I am new to submitting book to the iBookstore. I have already created an Paid Book Account, I have completed the Contact Info, Tax Info and Bank Info already but its contract is being Processing.

I would like to know how long it will take for Contract In Effect and to know whether it is possible to submit Paid Book to the store while the contract is being Processing.

Please kindly let me know if you have any ideas

I too have created an iTunes Connect account which has a status of "pending tax"

I have use iBook Author and when selecting Publish, I get to the point for "sign in to iTunes Connect" but get the error message "This Apple ID isn't associated with an iTunes Connect account."

Any insights on why I cannot publish the book vie iBooks Author? Is there another/better way to publish the work that was created in iBooks Author?
