Yes, go to messages (iPhone, Mac, iPad, etc) turn all off. Then turn first iPhone's iMessage on, then Mac, then iPad.

    Then reset all devices.

Then open your Messages app on Mac and at the same time go to iPhone messages and test message forwarding. Select, and you will have a code.

What finally worked for me was making sure my email address was enabled in the send/receive on both my iPhone and Mac.

Hi all. I had the same problem. I did try turning off iMessages and turning it back on again, on both my iPhone and iPad but with no joy.

The following however did work: I only used my mobile number for sending and receiving iMessages on both my iPhone and iPad. I then added my Apple ID (email address) as a secondary address that I could be reached on and left "Start new conversation from" as my mobile number. On my iPad it accepted this without any verification but on my iPhone it actually asked me to sign in again to iMessages. After signing in, I toggled “text message forwarding” on again and the verification code immediately appeared on my iPad. Problem solved .

I was able to fix this problem by including my @gmail.com address to my checklist of ways I can be reached (for what it's worth, this is my apple ID address/username). Activation code went through, and then I unchecked the @gmail.com addresses, because I only want to receive texts/iMessages to my phone number.

    Additional notes:

The problem happened on my Late 2009 iMac + iPhone6. After that was activated, I was able to hook up my Early 2013 Macbook Pro (Retina) without checking the @gmail address. However, it was still checked on my phone.

I'd recommend turning iMessage on/off on both devices, including more than one address/means to receive a message, and making sure you're on the same wifi network. If your home router broadcasts on 2 different channels (5ghz/2.4ghz), make sure you're on the same one.

    Hey guys,

The solution is quite easy and straight forward. Enter your email address in the iMessages settings on the iOS.

    Thats it!

Then try to activate the forwarding and you will receive the code.

I had the same problem, but it worked once I activated my iCloud email address as a send and receive option for iMessage.

Settings > Messages > Send & Receive > make sure both the number and your iCloud email are active.

A silly question but what is text message forwarding and why would I use it?  Some features still learning about.
