Where is switch 2G/3G/LTE in iOS 8?

I have same problem too. iPhone 5s (a1533) with iOS 8.1 — have not toggle to 3g/2g.
Already reset settings and clean install os — problem is staying.
Most threads that I have read stated that a carrier file update was also required. Use this support document to check your carrier file, and if you do not have one, then check with your carrier to find out when they intend to send it out. iOS: Updating your carrier settings
There are no any update settings.
I only have the 3G toggle, but I suppose it's because I have an iPhone 4S, I don't even have LTE so...

That is correct. The iPhone 4S does not support LTE.
Then check with your carrier.

I have working LTE, but I can't choose force 3G or 2G? How carrier can help?
But many people with same carrier has different settings in this menu. One of them see 2g/3g/LTE switch, another (like me) don't have it. This problem applies to all operators in my country.
The available network parameters are the responsibility of the carrier, and will appear based on the settings of the carrier and the carrier file. Any questions about these features must be answered by the cellular company that provides your service.
I take my SIM, insert in simple cellular phone and I see 2g/2g network. So, carrier allow me to use 2G but iPhone can't.

Please, I am not from USA. In my country carrier will not disable 2g/3g network because LTE has very little coverage area. I change my phone and all is working fine, but not with iPhone 5s. I am sure, if I insert SIM in iPhone 4s with iOS 7, 3G switch was in Settings.

The reason Android phones show this option is the carrier provided settings for the phone. And the carrier will provide settings for the iPhone if you follow the instructions or call the carrier.
Simple cellular phones as you state, do not have carrier files to handle settings like a smartphone does. The ability to make setting changes is determined by the carrier file as Lawrence and I have stated. Contact your carrier.
