Surely something amiss. I'm having the same problem. Im gonna restore and report back. A friend of mine who is on the same network and same phone as mine got the option to switch between 2g,3g and lte. Heck even the carrier version was the same in settings >general>usage!

On both devices I see MobileTelesystem 18.0. Screen above from another man, who with same problem.

It is obvious there are two different settings going on here somewhere. Just take a look at the top of the screen, Cellular vs. Mobile, Cellular Data vs. Mobile Data. Something about the two devices is different. Check the model numbers if they are both the same iPhone. One may come from a different region.
