Whilst it doesn't fix the issue, it explains what Apple supposedly meant in the release notes by suggesting there would be a new option in the relevant menus.

Oct 23, 2014 6:35 PM in response to divzptby Sacro,lot of interesting opinions, I think that. this problem may be caused by SIM card version, many people compares only carriers. Sim cards do not have only different size. Lot of iOS users just cut theirs SIM card to fit in new device. Few days ago, I found out that my old sim doesn't even suppo LTE and still i have option to turn off 4g in my 5S, but i dont have the rest. So isn't it in hardware revision of SIM, that confuse the IOS device? It's like in hackintosh laptop, OSX doesn't recognize that it is handling mobile device (unsupported Hardware) and won't give you option to control brightness. Sim card itsefl isnt carrier specific, it's like a blank paper, carrier just "sign it".
