I have the same problem.

I can't add cards, there is no link for me to add cards, and there is no Passbook section in the Settings app. I use the Starbucks app which should at a minimum work for me in Passbook.

This is on my new iPhone 6 on latest iOS (just upgraded to 8.1 but it was the same on 8.02). On my old iPhone 4s Passbook was working fine. I'd be interested if anyone has a fix for this.

Right below iCloud and iTunes & App Store...

Have you confirmed you successfully upgraded to 8.1? If so, I would do a reset of the device: Hold the home button + the lock button for about 6-8 seconds until the Apple logo appears. You will not lose any data or current settings.

If that doesn't work, do a restore on the device. Mine updated and installed flawlessly and setting up Apple Pay was a breeze. Sorry to hear you're having issues.

Thanks. Yes, confirmed that I've upgraded to 8.1 (I can see from the About section and Software Update).

I had tried a restart, but hadn't tried a soft reset yet. Just tried it, but no luck. It seems very odd. I have Passbook enabled in iCloud but don't see the new Passbook & Apple Pay settings (or any Passbook settings) and also Passbook itself is not working. Looks like it's a restore next...

Did you find a solution? I am curious what your region settings are. My phone and I live in the US but I had my region set to Canada. I wonder if that caused Apple Pay not to install when I did my update. If that's correct, come on Apple Developers, if I'm on a US carrier then give me the update

Solution: Passbook and Apple Pay are driven by the region setting. Apple developers might want to reconsider how they use region. Anyhow, if you want to set up a car in Passbook change your region to US and Passbook will let you set up a card. I'm not sure the card will work yet but you can set it up.
