LOL ... go to the hospitals in the USA and you'll find them "flooded" with sick people. But that doesn't mean the USA has all sick people or even a majority of sick people, but only a very very small minority of sick people are represented in the hospitals, as compared to the overall condition of the people in the USA.
This forum is a "computer hospital" for those users who want to try and fix something themselves on their own devices ... :-) ...

When I run System Status it shows low RAM. Clearly 8.1 on an iPad 4, Memory Management seems to be a major issue. Customer Support has confirmed this is a widespread problem and Engineering is working on it. I did love my iPad 4 with 7.1.2 and now with 8.1 it is a dog. APPLE, YOU NEED TO FIX THIS! I sure hope 8.1.1 will fix this problem. Until you do I'm forced to run my frigging XP PC, something that I don't want to do. So far, Apple is going backwards! Where is the WOZ when you need him?

There definitely needs to be a fix soon as I think it's unacceptable for me to have to get a new ipad due to their software update. Also, it appears newer models have the same problem. Help!

Apple has never issued a release to go backwards to a previous IOS version at any time from the very first iOS released back since 2007. There is no infrastructure there for dealing with all the problems that would come up from doing that. What Apple will do (and has always done) is analyze Apple Support tickets to see if something needs to be done, and if so, they will issue a revision to deal with it.
For others who file trouble tickets with Apple Support, when it doesn't involve any bug issues, Apple will work out the solution with the customer.
Have you already filed your trouble ticket with Apple Support to see if it's something they can help you fix right now?

This is forum is NOT APPLE and neither is it APPLE SUPPORT. This forum is "users helping other users" in order for a user to implement a solution themselves.
AND ... Apple does indeed respond to each and every person through their OFFICIAL CHANNELS they have set up for doing precisely the very thing that you say they do not do ... LOL ...
For dealing with Apple, you "go to Apple" and NOT other users ... :-) ...

Nov 7, 2014 10:06 AM in response to Senioraby Loomisglx,I have an iPad Air 128gb (not the 2) which I purchased from Verizon approximatley 09/12/2014. I immediately had freezing problems and two other issues.
As of October 31, 2014 Apple would not acknowledged the freezing issue of iOS 8.1, in fact when I asked the highest level of Apple tech support if they've had issues of freezing they flat out said no.
The first and most concerning issue is while typing a document, email, or filling out a web page my iPad would lock up. I had to reboot and lose my work and start over while crossing my fingers that I could complete the document prior to my iPad freezing again, crossing my fingers didn't help.
The second issue I was having is downloading Apple Numbers, Apple Keynote and the rest of Apple iWorks. I would assume that if anything would download from the app store it would be Apple programs. These were the only programs I couldn't download.
The third issue was with the slow speed and crashing of Safari. I installed Chrome which seems to have resolved the Safari issue. I was no longer use Safari unless I'm forced to.
After wasting approximately 4 hours on the phone with Verizon tech support and the highest level of Apple tech support troubleshooting the freezing issue, reset this, uninstall that, reset the entire system reinstall and even reset my WiF which was working fine on my laptop, I was told to take my iPad Air to an Apple store for a replacement. While at the store I reinstalled everything from my backup on iCloud. I also was able to download the Apple programs from the app store. I'm sorry I didn't stay at the store to check if the freezing issue was resolved. It still freezes under the same circumstances. I now have a $900 electronic solitaire game.
I wouldn't be as fed up with Apple if they would just tell me their is a problem and they're working on an update to fix it.
Apple, Never again... and I almost ordered an iPhone 6 Plus.

Safari is my main concern, and no, I should not have to reset stuff and waste my time! Tip for an unresponsive safari, if the page actually loads swipe up and down then blue links work. Message for Apple, get your profits out your arse and sort this out, this is a global problem and you owe all of us loyal customers major compensation especially after what profits you have declared recently!

THere are a lot of problems I'm having with this upgrade. example....look at the first word of this sentence (there). Two Caps?? Look at the word (example),
why hy is it not capital letter. And look just what happened in this last sentence. This iPad thinks it's smarter than I am and jus added (hy) on its own.
safari (no cap again), does not work on a lot of Internet sites.
this will be my last Apple product
very very disappointed in you Apple

This has been discussed many times before. It's related to problems with the forum software. AND ... it also serves as an EXAMPLE of how easily people think a problem is related to one thing, when it is really related to something completely different ... :-) ...
