I had the same problem, but here’s the workaround I’m using…
This malfunction is not Apple's fault; the crappy DLink device drivers cause it.
The solution is quite simple; you just have to enable the kernel developer mode, which will allow the loading of non-signed device drivers.
But please notice that by doing this, you are disabling a Mac OS X security feature and of course there are risks associated. Possibly, this procedure isn't approved by Apple either... Secondly, this is a system wide measure. ANY device driver should load regardless of its origin... Well, you see the picture.
But, if you want to try, proceed at your own risk. If this break your computer, kill you dog or whatever, I assume no responsibility whatsoever. I told you about the risks involved!
Now if you’re really going to proceed, just execute the following command in a Terminal window:
yoursystem:~ user$ sudo nvram boot-args=kext-dev-mode=1
And reboot.
Now, install the Claro app and the Connection Manager (discador) should find the modem and connect to internet.
Some technical stuff: in Mavericks, non signed driver still did load, but a message telling the driver is not signed, etc. is shown... In Yosemite, Apple tightened the security and is enforcing that ALL device drivers should be digitally signed.
So, the current DWM-221 device drivers won't load in Yosemite because DLink didn't have them signed by Apple... Well, I had all sorts of problems with DLink products in the past, so it's not a real surprise.
When (if someday…), DLink update its drivers just revert this procedure:
yoursystem:~ user$ sudo nvram boot-args=kext-dev-mode=0
Another hint, if you reset your Mac's PRAM, you should enable developer mode again, because the modem will stop working.
Risks apart, in my case this was the only solution I came to, because I need to use Yosemite (I’m a software developer) and the only modem available in my city’s Claro stores was this DLink…

PS: I'm using the driver version 1.05CL, which you can download at dlink.com.br. The version that came with the modem, broke my macbook pro retina 2014 WiFi.

Click on the following link (http://www.dlink.com.br/sites/default/files/product_download/dwm-221_claro_patch _mac_10_10_v1.pdf) and you will find the directions to fix this issue (instructions are in PT-BR).
One additional step not mentioned in the link above: after finishing the steps mentioned, Shutdown your Mac, remove the modem, Turn it On again, insert the Modem in the USB port and start D-Link Connection Manager.

When I saw your post I thought DLink (or Claro) had finally released a proper device driver for Yosemite and later!
But, the "patch" is an executable that adds to the machine boot configuration the same settings I had suggested in my post.
To confirm that is the case, before running their "patch" (in a machine never configured to developer mode - I disabled dev mode in mine before doing this) try:
ideiafix:~ andre$ nvram -p
backlight-level %ae%01
BootCampProcessorPstates %0b%00
bluetoothInternalControllerInfo %89%82%ac%05%00%003%14%80%e6P%0d%9b%a1
Then, execute their patch and execute the command again:
ideiafix:~ andre$ nvram -p
backlight-level %ae%01
BootCampProcessorPstates %0b%00
boot-args kext-dev-mode=1 <--------- HERE!
bluetoothInternalControllerInfo %89%82%ac%05%00%003%14%80%e6P%0d%9b%a1
Well, the same hack I was using... Shame on Claro (and/or DLINK) for not providing a real solution, coming with this horrible hack and worst, try to hide it from their clients...
