Not really, too buggy.
Plus there are two other problems:
+Apple doesn't accept books where Arabic is the main language in the iBookstore yet, as far as I know.
+When it does accept them, they have to be in epub3 format, which iBooks Author cannot produce. Instead you could use Pages 5, which also does Arabic much better than iBA.

what at about to have this option in the author without publishing it in ibook store
and if not do you know another application that I can use .. Pages is not helpful to build a book like 800 to 1000 page and put it in any ipad with videos and images

I think it is a mistake to think that iBooks Author is better than Pages for the large kind of project you are planning. iBA is very similar to Pages 4 and I would not recommend either for anything so big.
You might consider Adobe InDesign or MS Word.
