Dialing the Verification phone number from abroad?

I'm using an iPhone 6 Plus, acquired unlocked in Japan from the Apple Store. I've updated to iOS 8.1, and my region settings are U.S./English. Apple Pay seems to be working correctly, but, upon adding the card attached to my iTunes account, I get to the verification part, and it wants to phone my credit card provider, which is where I run into problems. Unfortunately, my cell phone service provider is a Japanese carrier. When verifying my card information for Apple Pay, it only shows one verification option. For the shown option, the phone number is of the form 1-888-XXX-XXXX, and so the dialler won't work (I need to prefix the number with the country code: +011).


Does anyone know of a way to get Apple Pay verification process to realize the region and/or carrier requires a prefix in order to complete the call?
