iOS 8.1 on iPhone 6 Plus can't find Apple Pay Option

I have a iPhone 6 Plus 128 gb since first day...Yesterday I upgraded the phone with the new iOS 8.1 update and when I was looking in the settings menu for the Apple Pay option it doesn't show up...is not in the Settings Menu...I could setup the SMS option and I tested and works fine but when I try to setup my credit cards on the ApplePay I could not find it...I made the same procedure in my dads iPhone 6 and works fine...I saw the option right away...I proceed to make a full restore of the phone with a new download in my MacBook Pro to see if any file was missing but after restoring the phone the options still not showing...can someone help me with this...I don't know i theres any setting I might need to do...but for now i'm stock in this issue.

Check your Region (should be United States) in Settings->General->Language & Region.

I had the same problem and - since I was living in the US, had an ATT SIM card and everything else seemed to be right - just had the wrong region/language setting. Still, it took me quite some time to "guess" that this might be an issue.

Why doesn't the application programmer at least give a hint like "This feature is only available if ..." or an error message. No information is really bad - how does Apple expect a novice to set this thing up? Go to the Genius bar?

LOL, of course I have 8.1 installed. I changed the region (several times) and rebooted. Still no joy. I wonder if it's because I have a credit card linked to my iTunes account that is using a competing system. It's a Citi Bank Card through AT&T. Citi Bank Cards play well with Apple Pay, but since AT&T is the issuer and they are using a competing system, my card can't be authorized. The card is verified and then I get a message that the card can't be used and I should contact the card issuer. I though I'd get around that by using my iTunes account, but that is proving to be impossible. Why can't the fimamcial institutions just get along?

I can't figure it out either. Region is set to United States. I set it to United Kingdom, reset it, changed back to US, reset it and still nothing. Have the latest version installed. Nothing. I have no clue what's up with Apple Pay. I would like to use it, but just can't make it work right. If anyone has any ideas, I'd love to hear them - if they don't involved changing the location or updating the software since both have been done without success.
