I fixed the problem on my macbook, so here is what I did in case it helps anyone:

    1.  Apple photos beta was stuck trying to upload 2000 photos for about a week

    2. I deleted a bunch of stuff off my hard drive,  so that there was enough room to download all my photos (even though I had mac storage optimization on)

    3. I turned off icloud photo library beta in photos preferences

    4. I restarted photos

    5. I turned icloud photo library beta back on in preferences

Then it started syncing again.  Not sure that will work for everyone, but it got it going for me.

Things have improved further. I decided to try to login to the Photos app on iCloud.com again today and then I moved on other things in different tabs. I'm not sure how long I let it go ... maybe an hour or so ... but when I checked on it I finally can see my iPhoto Library. The only thing I've changed since the last time I tried when it would just sit there with "Preparing your library" incessantly is that I installed the iOS 8.3 Public Beta on my iPhone. Maybe something in that software served as a fix. In any event, I seem to be completely up an running. The only issue I see at this point is that basic arithmetic seems to be different depending upon which version of the Photos app is being run:

    iCloud.com: 10,061 pictures/videos

    Mac: 10,090 pictures/videos

    iPhone: 10,067 pictures/videos.

This is a minor annoyance. Hardly the showstopper that I was experiencing earlier. In any event, hopefully these discrepancies will get resolved soon as well.

I experienced the same problem.  Updates from iPad Mini working fine, however updates from my iPhone (5s) were stuck for weeks and I too have paid for a increase in iCloud capacity (over 4.5K photos).

The fix for me has already been described in this thread.  I did a little research on an application called Phone Clean Pro from iMobile, com (unfortunately it is not free).  I was a little wary installing this application but they seem legit and I have also seen an improvement in my phone's performance since too.

I performed a quick clean then logged out from iCloud (kept photo's on my phone) and then logged back in.  Everything started syncing again as it should.

If you are uncomfortable using this 3rd Party app I guess it may be worth backing up your device, Erasing All Content and Settings and setting up from scratch again.

Hoping this helps someone out there - this problem was driving me round the bend !

Same. 13K photos and videos. Thought it was due to it being on an external HD, or internet connection, but I've tried dozens of possibilities. When I turn off, and re-connect, sometimes I get lucky and it goes in chunks before getting stuck. I've been doing this for weeks, and finally am down to 309 files and stuck again. Feels like a PC... Luckily they called it Beta, so they could blame it on that..."Almost There"star-wars-almost-there-millenium-falcon-on-target-t-shirt-in-black-only-10671-p.jpg

iOS 8.3 and OSX 10.3.3 had BETTER fix this... is all I can say.

Glad I found this thread.  I'm stuck too.  Apple should really turn this thing off, it's a ridiculous waste of time.

Man I wish Apple had some quality control on their software - some of the most buggy, poorly designed garbage I have ever used.

I explained how to fix this. Turn off iCloud photo on your phone. Tell it to delete the photos (back up to iPhoto/Photos first), and then turn it back on. Also if you have Photostream turned on all your photos will download to iPhoto. Then it was download/upload all the photos.

iCloud photos is just for syncing between devices.

Yeah, I'm sure the most valuable company in the world doesn't quality control on their software.  Brilliant.

You did see it says "beta"? have you ever beta tested software before? It has bugs. There was a warning of this when you turned it on.

And the fix is relatively easy.

You have to send your feedback here: https://www.apple.com/feedback/icloud.html

Also, when you say " i would expect them to work correctly....or is that too much to ask? :-)" I think it is too much to ask for a BETA product.

I've been waiting for weeks for my photos to be available in iCloud.  I thought it was because I have a large library (~42,000 pics and vids at maybe 800 GB), but I see it's happening with small galleries as well.  Still can't get iCloud to accept my latest pics. Stuck at uploading 270 items for days now...

AS of Monday 6th April 2015 28 K People have read this thread and only 117 have replied .

This means that its NOT a priority for apple to fix until we make it one.

    To share:

    1. OSX 10.3.3 - Photos has (thankfully!) downloaded all my photos from iCloud Photo - at least it looks like it.

2 IOS 8.3 - My iPhone 6 Plus and iPad 3 still do not upload the queue of photos into iCloud Photo, nor have then downloaded all the earlier photos.

So, so far... still a #fail.

And as it's not longer Beta.... #fail.

Still, as a still Fan of Apple... I will give it a few days to 'settle down' ... or something.
