Have the same issue, stuck uploading 550 photos for 4 days now. Mac photos app says it's up to date.. which isn't the case.

It's frustrating that even if we wanted to pay for it, it is not possible to get 'real' assistance/solutions from Apple if the need arises. Like this thread that has gone on for so long and with no clear resolution.... another month of 'wasted' $3.99 for 250GB iCloud storage...

mine started uploading again after: turning off iCloud photo library on my iPhone, then open the photos app on my mac, connect my iPhone with usb to my mac, and turning on iCloud photo library on my phone..

Well, considering this Thread is titled Beta Software, very few people bother to come here to answer, which is why it has been mentioned numerous times to start a new thread on the issue that morphed from this original topic.

    Cheers

Mine has been stuck for weeks which has been a real disappointment as I was relying on it to work whilst I visited Canada.  I paid for extra storage on iCloud too which feels like a waste of money.

Sadly I do not currently see any benefits simply frustration.

Everything has been turned on and off on all my devices etc and yet my Mac is still stuck at uploading the final 2000 photos (others have been uploaded).  This is very frustrating.

I started a thread here https://discussions.apple.com/thread/7024132 because it's been pointed out numerous times that posting to this thread will not bring any attention since it talks about the 'beta' phase of icloud photo library.

    FYI.

Thanks for starting a thread elsewhere and posting the link here, but for some reason I cannot access that link.  I get this error each time I click on the link:

"Access to this place or content is restricted. If you think this is a mistake, please contact your administrator or the person who directed you here."

So I'll post the help Apple support provided to fix my icloud photo library, and perhaps you might post it into the thread you referenced above.  TIA.

My situation:  icloud photo library has worked perfectly on my mac and iphone since the time I turned them "on", maybe 4 weeks ago, when I downloaded Yosemite to my mac.  However, only about 40% of the photo library (about 24,000 pics) ever appeared on my ipad, even after a week of saying it was uploading.  It was simply stuck.  Meanwhile the pics for the mac and iphone completely loaded in no more than a couple of days.  I tried turning off-and-on the icloud photo libray on my ipad, but each time I did that, fewer pics would load, to the point that I only had about 10% of my icloud photo library viewable on my ipad.  So I called Apple support.  Here is what they had me do and the results:

    1)  Power down the ipad and power back on.  Still didn't work.

    2)  Hold down both buttons on the ipad to reboot it.  Still didn't work.

    3)  Reset/erase the ipad back to factory settings, then restore it from my icloud back-up.  After we began the restore process, the icloud photo library on the ipad began filling-up quickly w/ pics, as the mac and iphone had done when first turning on the icloud photo library for those devices.  THIS SOLVED THE PROBLEM! WOOHOO!!  It took about 2 days for my library to finish loading and has worked great since.

I have deleted pictures on my iphone, they went to Recently deleted folder, I used ios device (iphone 5c i think) to delete all files from recently deleted photos folder and it deleted all the files from my phone but they are still located in the recently deleted folder on icloud when I look at it via my home computer.  wth? it even say 0 days left and has said that for weeks but still doesn't delete. Suggestions anyone?
