Should be in Settings > Personal Hotspot, just under Cellular

Only if your carrier supports Apple Personal Hotspot.

Thanks guys, that was a quick response and it helped. Apparently my carrier doesn't support the feature, so i might need to manually setup the Hotspot from Cellular>Cellular Data Network>Personal Hotspot with some parameters that'll be given to me by my carrier should I want to go through with it.
