Is it normal for my Apple tv to take over a week un-interupted to upload my Itunes match content????

No.
Is the match/upload process complete in iTunes via computer?
What is your current connection via speedtest.net
Make sure DNS on Apple TV is set to auto (settings - general - network)
If on wifi try connecting Apple TV via ethernet
