activation lock is on and I cant restore my iphone5 w/ios8.1
The phone continues to loop between update and restore activation lock is on and the phone will not power up.

Can you login to your iCloud account from a computer or another iOS device with the Find My Phone app, then go to Find My Phone and remove the iPhone from the devices list. That should free it and allow you to restore.
