Can a temporary debit card be added to Apple Pay?

If your debit card has been lost and you need immediate access to funds some banks will issue a temporary debit card at a banking center for you to use until your permanent one arrives.

Assuming the card is from an Apple Pay supported bank....

No. Temp cards are just that, temporary.
