    Hi ..

On the Macs, open System Preferences > iCloud. Deselect the box next to Notes then re select it.

On the iPhone, tap Settings > iCloud. Switch Notes off then on.

Give iCloud a few minutes to re sync that data.

I tried this and it didn't change anything, and my notes were not synced on iCloud. It's because, on my Mac, the problem was in the Notes App itself. In the View menu, I activated the display of folders, son I saw that all the last notes written on the Mac were not in the iCloud section. I moved  all the notes in iCloud section and now iCloud is selected in the second drawer, so each new note will be on iCloud and not local.

I think the first solution (uncheck then check the box in iCloud prefs) works in some case, and the second (verify with "All notes"  drawer displayed) works in other cases.

Another reason why this may not work is that on the iPhone the Notes app may be saving to another account.

Settings --> Notes --> Default Account --> "iCloud account"

I had only recently set up Notes synch via iCloud; Notes had previously defaulted to saving to my Gmail account.

See, theres the problem. . . Many folks do not wish to "sync everything to the cloud". Not when local storage is so inexpensive these days. I certainly would not sync any data to the cloud other than contact information. Folks don't realize the amount of sensitive information that can be gathered once it's in a single basket sitting in some cloud-based repository. Unless Apple starts allowing users to encrypt every last bit of what's stored in the cloud to the level they allow users to encrypt their iDevices, it's unattractive. Same level of encryption, and no less.

In short, there should ALWAYS be a solution to allow users to sync to local storage for whatever they choose without needing the cloud at all. I'm just surprised given all the security and privacy concerns, Apple hasn't done an end-run around "the cloud" and offered a sweet simple LOCAL cloud-based solution FOR INDIVIDUALS that only the individuals will have access to. Again, they can use the transmission connections like dumb pipes. The data should be encrypted at all points along the way. Something like a "personal cloud".

Same here. After reading your post I looked and some notes were saved to Gmail and some to iCloud. Thanks!

Jjardonio,  could you please elaborate on the second option, "verify with 'All notes' drawer displayed"?  The first option, turning notes off then on again in iCloud prefs does not work for me.
