I am installing new airport express - utility said I need new version of airport utility. told me to go to apple.com/support/airport - FOUND NO DOWNLOAD THERE!

Open the Mac App Store and check for updates there. You should not have to manually download it.
Before we go on a wild goose chase here that will lead nowhere, it might be useful to first back up and get some more information, so we can provide the correct instructions to proceed.
What is the model number of your AirPort Express?
If you are not sure, it is located on the side of the device....hard to see with gray lettering on a white background.....so you may need a magnifying glass and good lighting to see it.
The model number starts with an "A" followed by four numbers.
It would be great to see A1264, but more likely you will see A1084 or A1088.
