iphone 3 won't connect to i tunes

I have an old iphone that I am trying to use as an ipod but I can't get it to connect to itunes.

It does not have a SIM card but shouldn't it still be able to connect to itunes when I connect it to my PC

It requires the SIM card previously used in that phone to reactivate with iTunes. The SIM card can then be removed to use as an iPod Touch
