Change my Security questions

I edit rescue email address

Verified it

But haven't receive any email to my rescue address which will be a reset email from Apple. Where I can Follow its instructions to reset my security questions and set up new questions and answers.

I tried to resend email and there is no buttom or link to it

And no link in Password and Security to reset security questions

I need to buy app and can't do this without answering to those question. I don't remember the answers and can't change it

What can I do????
