Pictures Won't Download Completely

My iPhone 6 will not download pictures completely using Safari browser or email. Is there a fix?

iPhone 6, iOS 8.0.2

It may help to force close Safari and reset your iPhone.

If the behavior continues, the next step would be to restore the device.
