iPhone 6 no camera access from lock screen

iPhone 6 with iOS 8.1

When I try to swipe the camera icon from the lock screen, then camera app will almost open and immediately closes upon release of swiping finger. Thus, I can't access the camera without unlocking the phone. Is this a privacy setting I am missing?
