Be careful!! I ran the update last night & 20min later my ipad3 was completely frozen. I powered it off & when it turned back on, I had to connect it to iTunes for a factory reset. 4hrs of updates and NEVER had problems SMH

Feels like apple is putting out crap now that Jobs is gone. The last update made my ipad run slow & freeze constantly

AND ... if you decide to update it to iOS 8.1 from iOS 8.0.2 ... then you should do so as a "clean system" and not over your present corrupted system files on your current system. To do that, use your iTunes program, and reset to factory default. This will give you a clean and fresh system, without any corrupted system files, just like it came off the factory floor! And ... always make sure to do your backups. The iTunes backup is preferable.

I'm running an iPad 4, too and with no problems. Now, what that means for "you" is that it's technically feasible for iOS 8.1 to run fine on an iPad 4. If it wasn't okay, then it would not be running on any of them. Therefore, you'll just have to keep going down the troubleshooting trail. And I noticed that you said you had been through several processes before ... but there is one process that I'm not sure you have done yet. Have you reset your iPad 4 to factory default through your iTunes program and NOT restored your backup? In other words, left your iPad 4 in the same state it was in, before you ever added any of your data or any of your apps?

That's a troubleshooting methodology in which you'll see if that iPad 4 runs as its supposed to "right off the factory floor" so to speak, and before you ever start using it for your own stuff. I would verify that iPad 4 in that condition first, before going any further with it.

Here are the links I've put up for doing that (including doing your backups).
