Alex in my iPad Air 2 doesn't work. I downloaded it, activated it, but no difference as default. What should I do?

I have the same problem.
My iPad air 2 is sets with the french language, but I followed the Apple's advice procedure (linked bellow) which recommended to add english US as a rotor language and to select Alex. I also selected Alex in the Speech menu and downloaded it, but it doesn't work.
BUT when I switch my general languages' settings from french to english US, then Alex works.
So maybe it is mandatory to change the language of the iPad into english US to get Alex available even though Apple is saying the contrary in that link.
How to use Alex with VoiceOver and Text to Speech on your iPhone or iPad - Apple Support
ALex is my default voice, but VoiceOver is still the female voice that I have always had. I am in the uS and English is my language. Alex read "speak screen" content when voiceOver is off though. This is my experience from an iPhone I will check my other ipad in the morning.
make sure it is fully loaded on the iPad. Then go to settings> general> accessibility> VoiceOver> speech and make sure you select Alex there. If it still won't stay as your default try holding the sleep/wake and home button until the apple log appears and then try again. I had that issue earlier, but now I have been able to get Alex to stay on for VoiceOver.
Yep it's fully loaded (more than 800 mo) and Alex is selected in the VoiceOver menu as a rotor language, the default language is still set as French, and it's impossible to change it unless, like I said in my first message, if I change the iPad's default language into English... then Alex works perfectly.
I tried to restart it like you said by holding the top button and home button, but it doesn't change anything.
In the link I gave, two different procedures are mentioned :
the one when I use english as default language ; and this works for me.
The second one to use when you are using another language by default ( this is my case I am using French ), but still no results for me, I still hear the female's voice. There's probably a problem that needs to be fixed with an update...
You can let Apple know through Apple feedback. http://www.apple.com/feedback/
Thanks, I've just send them my feedback.
Hope they will fix that soon.
