It is not supported since version ONE.
If you have technical issue please ask. Downgrade is not an option.

This might be a reason why so many iPads won't Update right.
"While the iOS 8.1 just consumes around 90MB of space, you need at least 5GB of free space to initiate the download."
I did my iPad2 16GB update thru iTunes on my iMac with 8GB of memory and it was sucking the iMacs memory very low during the update. Safari froze before loading the first web page and I did a hard boot and went fishing as I saw where it was going to take a long time to recover. When I tried again it wasn't quite right and then did one more hard boot and then did a Reset by going to General-Reset-"Reset all Settings" and it works real well now without loosing any data and in-home wi-fi clocks at 17Mbps download. Probably like most of you I’m sticking with OSX 10.9.5 Mavericks as it gets the job done very nicely and don’t need all that extra fancy stuff that probably will slow things down.

Apple TViPads, iPhone and iPods are one-time, sealed units and don't have any changeable parts. All you do is upgrade to a newer model. That's a good reason for always getting the most recent one (versus something used and cheaper) and getting the largest storage space (you can never get enough).

Apple TVMy iPad 4 works fine with iOS 8.1 and there is absolutely no reason yours can't either. It's not really that old and is still a very good model to have.
What you should do is do your backups (with both iCloud and iTunes), and then reset your iPad 4 back to its factory default condition ... just like when it was right off the factory floor. You need to use your iTunes program in order to "clean it out" and get a fresh system install. You don't really need to go back, but forward with a clean system.
The last link is the one for resetting your iPad 4 with iTunes. The other links are about your backups, and because of iCloud not backing up your pictures now, you should do an iTunes backup now, in addition to an iCloud one, if you're already doing that.

And just to let you know ... this procedure of resetting your iOS device to its factory default condition with iTunes, is a procedure that I recommend people do even when they don't have any problems at all. That's because operating systems seem to accumulate junk in them and get corrupted files. This cleans it out with a clean system install. So, in any case, it's a good preventative measure to take every year or so ... :-) ...
