iTunes on Apple devices (iPhones, iPods, iPads) is a Store where you can make purchases or re-download if available!
iTunes on Mac/Windows is also a store as well as for media management, where you can store all your media locally.
Once downloaded tot your computer iTunes, you are safe.

But the thing is, I don't want to download ANYTHING because I don't have storage. That's why I want to buy them and watch them through iCloud (on my Mac iTunes) without downloading.
I know that it's safer to download them. But does "safer" mean that iTunes might not let me access my purchases through iCloud?

You can use iCloud Drive to save a copy (5 GB is free)
Same with apps (older version taken off by the developer), and etc..
