I'm signed in to my apple id but when i go to download an app, a pop up comes up with my boyfriends apple id asking for his password.
I'm wondering if someone can tell me why that's happening and what do i do to stop that from happening.

You may have signed into iCloud using your own Apple ID, but you are signed into "iTunes & App Store" using his Apple ID.
To stop this, you will have to sign out of "iTunes & App Store", then sign in again using your own Apple ID.
But doing it this way (separate Apple IDs for iTunes & App Store) you and his purchases would be separate and can't be easily shared, unless one of you initiates Family Share. Then all purchases made by either of you would be charged to the same credit card, you can see each other's purchases, and can download them (except for ones you choose to "hide".
