You should return the phone to where you bought it. That is Activation Lock and there isn't a way around it without the password. Find My iPhone Activation Lock

Then you're out of luck. The phone is useless to you.
Sorry but returning it to where you bought it or getting assistance from the previous owner are the only alternatives.
Then return it and get your money back, and next time, check to see if the device is actually usable and that the seller is authorized to sell the device.
