When I go and try to log in to my ICloud it says mine is a valid Apple ID but it isn't an ICloud one why?

To use iCloud, you must first sign up via your Apple ID on an iOS device running iOS 5 or later. This can also be done on a Mac running OS X Lion v10.7.5 or later.

Once you have created an iCloud account via one of this listed ways above, you should be able to use it on your PC.
