No Wifi
My mum has an iphone that she uses to teather as no home internet/wifi, can she still use apple tv connecting direct to the phone?

Yes she can by enabling Personal Hotspot on her iPhone and as long as her cellular plan supports that feature. Then it would be a matter of navigating the Apple TV to connect to that network if you have issues with connecting to Personal Hotspot.
