TTo restore your iPad you need to do like it says, connect to iTunes. Start iTunes on your computer and connect your iPad. You should then be guided through the restore process.
When I do that it says it can not be connected to iTunes because I need to
put in a password and it will open up a iTunes account but I don't have
one.

Did you buy this device new directly from Apple or an authorized dealer? If so, you would have had to enter a password when you set it up the first time.
If you bought it used and the seller did not clean the computer and do a complete Restore, you're stuck. Most likely it's a stolen iPad and there is no way you can use it without the password and the original owner's Apple ID and password.
