    Could be either.

If you have a different cable or charger handy you can try that, see if it's the issue. And if the battery is totally dead it may take an hour or more for it to show any sign of life if it's just that.

Beyond that, make an appointment at your local apple store and have them check it out.

Hey Scadam420, As Skydiver119 stated try another cable, a damaged cable can look OK but still have a short. Try a different cable and/or a different charging device, the thing that supplies the power. Also, check the charging port on your iPod. Your looking for foreign debris, packed lint in the port can block an electrical connection. With a strong light and magnifying glass look in the port, the bottom of the port should look smooth, mono colored black or dark gray. You should see on one of the long sides the gold contact pins and on the short ends a silver colored bump, one on each end. If you see anything else, with the iPod powered off, use a non-conductive probe, a round toothpick works well, to carefully remove anything that should not be there. Be careful to not touch, bend or damage the gold pins. Also make sure the locking clips, the silver bumps, are free to move, you should feel push back when gently pushed on. If your iPod still will not work, schedule appointment with Apple and have your iPod evaluated. Good luck. Cheers.
