Why are location-based reminders not working in 8.1?

Since installing iOS 8.1 on our 4S and 5S phones location-based reminders are not working. Location services are turned on and Reminders are allowed "While Using the App." On the Location Services screen a grey location services icon appears next to Reminders (indicating that Reminders has used my location within the last 24 hours).

When I set a location manually, after I chose a location the location services icon briefly appears at the top of the screen. However, after clicking on "Details" and "Done" (to return to the Reminders list) the location services icon is absent. My understanding is that when a location-based reminder is created the location icon is present until the reminder is completed.

If I try to set a location-based reminder using Siri, I get the message "Before I can do that, you'll need to change your location services settings." When I check the location services setting for Reminders it shows it has been changed to "Never." If I change it back to "Allow while using the app" and then try again to set a location reminder via Siri, the Reminders setting has reverted to "Never."

Any solution of this problem?
