purchased a "refurbished" 4S on Ebay. locked into an i-cloud account Verizon can't un-lock it. What do I have to do to activate it?

If you're able to contact the person who set the lock, send them this link and tell them to follow its instructions.
If not, you can't activate the device but may be able to get a refund from eBay. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

Return it to the seller and get a refund. Most likely you've been taken. Find My iPhone Activation Lock prevents anyone from access except the person who possesses the Apple ID and password that created the lock. Without that the device you have is useless.
Unfortunately you will not be able to unlock it from the account without the apple id and password used to lock it.
If the seller is unable or unwilling to release the iPhone from the iCloud account there is nothing you can do and you are the owner of an iPhone shaped Brick.
