You can check this support document for no sim If you see 'No SIM' alert on iPhone

What is the exact error, that it will not activate? If so, then your device is probably locked to a different provider than the sim that you are trying to use.

yes it is locked in pakistan .so any other way to use without sim card?

You need a SIM to activate the device. There is no way around that. However, if you are just trying to activate to use as an iPod, then the SIM does not have to be an active one, but it needs to be one from the provider the phone is locked to.
