When it worked before, was it connected to the same PC?

When you connect it, what does the iPod's screen do or say? Is there indication of battery charging? Does it say "Do not disconnect," at least initially?

In iTunes 12, on the horizontal bar that goes across the window (near the top), does the "device button" appear when you connect the iPod (its icon looks like the connected device)?

The iPod is getting power from the connection (like connecting to a USB power adapter), but not a data connection. As a test, if you have not already, I would shut down (power off) the computer. Disconnect all USB devices (including any hubs). You can leave standard keyboard/mouse connected, if used. If the computer is a laptop, connect its power adapter, so that it is not running on battery power. Do this to Reset iPod

Start up computer, run iTunes, and connect iPod to a direct USB port on the computer. This tests for USB device conflict. Any difference?

The File -> Devices command is greyed out, because you do not have a device selected in iTunes.

If the iPod's screen does not say "Connected" or "Do not disconnect" when you initially connect it to a computer running iTunes, it is not being recognized by iTunes. Take a look at this document, and try the suggestions

The specific device is not installed or uninstalled. What is installed is iTunes, which should install the software (such as drivers) so that iPods are recognized as iPods when connected. This document describes things you can do and check to trouble-shoot your iTunes installation, including removing the current installation and installing the latest version again.
