I don't know the answers to my security questions and don't have the link to reset. I don't have a rescue address

HI how do reset the security questions on my IPad when I don't get the forgotten answers link? I don't have a recovery email.

iPad, iOS 8.1

You need to ask Apple to reset your security questions. To do this, click here and pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submit this form.

Thanks Niel. I have reset my questions and added a recovery email and saved the changes. It says the changes have been saved but the screen doesn't update. I have logged out and in again but it doesn't clear.
