You need to grab a micro usb cable and restore via iTunes
Yes, connect the cable and restore but the question is why does it happen? And can we expect it to happen again and again? It's a pain in the ***.
If you were attempting to update then it didn't apply properly. It can also be caused by network issues or other things in the environment (ie power outage). I have had my units for many years and never encountered it, and there are very few reports from other users.
I'm on my second apple tv and had never seen it nor had any issue with apple tv until today when I bought a new one for my mom and was applying an update. No power outage or anything. I thought it might be a lemon.
I guess that graphic beats the chimes of death or a sad mac, it tells you what you need to know.... you're not getting past that screen, start over.

As I said above, that means the update hasn't applied properly. Usually due to a network issue.
