The reason that Apple Pay will Not work with the iPhone 5s, even as though it has the Touch ID is due to the absence of the SE Chip which is needed to generate the single-use transaction code sent in place of the Cr Card number. A Unique Device ID is also transmitted with the code which enables the payment.
