never set up find my phone app and I lost my phone

Just because you did not download the app does not mean Find my Phone is not active. The app does not "activate" find my phone; it just lets you track/erase a lost phone that has fmyp turned on. Usually when you activate the phone or upgrade the iOS it will prompt you to turn on FmyP. Verify to see if you have fimyp turned on via the iCloud website.

If it is off there is no way to track it.

There is nothing you can do now to locate it on the web.

The only thing you can do is to go looking for it the old fashion way.
