I have paid the extra for the 200G iCloud storage and set my family up on the plan- do we not share the storage?

No, family sharing does not allow families to share a storage plan. Everyone has to have their own.
This is a tricky question.
Every question I see come up in the Apple discussions says, "No, it can't be shared". BUT then I come across this page from Apple support that says it CAN but there is no explanation as to how. (See link below)
