I use an iPhone 5 as a bike computer when I ride. My main device is an iPhone 6+. I want to be able to sync Health data based on apple id so that all of my rides show up on my IP6+. When will this be possible?

Only Apple would know when or if they plan to implement such a feature.

Until then, if the app you're using to record your rides syncs to a cloud service and syncs to Health, you might be able to have the same app on both phones, synced to the same account. For example, if you had, say, MapMyRide on your iPhone 5 and on the 6+, both synced to the same account, I think that whatever data you recorded on the 5 should show up on the 6+ and should then sync to Health on the 6+. Worth investigating, at least.
