If you're talking about the TBD camera then what OS are you using (Mavericks, Yosemite, or ?)?

a little more back ground...
i bought the display here in Germany 3 years ago..it worked fine..
i moved back to the states and saw the error "camera not available for the first time..it wouldn't work..apple told me it was a hardware issue but too much for me to spend so i did without…then i moved back to germany and it worked..
then we got a VPN for back in the states..and now it doesn't work again..
thoughts?

If restarting Mac does not correct it, see relevant suggestions from Apple's http://support.apple.com/kb/HT2090.
(Over time, Apple has changed the built-in camera's name on newer Macs from "iSight" to "FaceTime" and then to "FaceTime HD." Regardless of the name of your Mac's built-in camera, the same info and troubleshooting applies.)

Try the Photobooth app. If it works then the hardware is OK.
No joy on the photo booth..
but how could it be hardware if it worked here in Germany, then didn't work when I was back in the states, then worked again when I came back to Germany..and now all of a sudden not working after it "thinks" it's back in the US because of our VPN...???
I have exactly the same issue. It worked in Singapore, then i moved last month to Germany and now all of a sudden the FaceTime HD does not work anymore on my thunderbolt Display
