Peer to peer Airplay not working at all (Apple TV 3rd Gen Rev A)

I have an Apple TV 3rd Gen Rev A and I believe that my iPhone 5, iPad Mini, iPad Air and Mac should all discover this device by bluetooth and then be able to Airplay via peer to peer Wifi. It does not however seem to work. Is there some magic switch I should turn on somewhere?

I have updated the Apple TV to the latest OS.

iOS devices are running iOS 8.1.

Mac is running Yosemite

iPad Air Wi-Fi, iOS 8.1

With iOS 8, you can wirelessly connect iPad, iPhone, or iPod touch to Apple TV without first connecting to the organization’s network. Which means you can present or share your work even if you're offline or the organization has a complex network

I thought I'd read that the discovery bit was using bluetooth but maybe not. It is supposed to work though so if anyone has an ideas that would be great.
