how can I tell if my phone has been successfully unlocked after following AT&Ts steps?

iPhone 5, iOS 8.1

You will see the congratulations your iPhone is unlocked screen in iTunes after restoring as new

I did not see this, what should I do?

I did notice that the sim I put in to restore it was a different number than originally with the phone
