I have something stuck under my task bar and cannot get to the top of it to move it down

Task bar is a term commonly used in Windows, not Mac.
Are you referring to the status menu bar top right side of your screen where you see the date and time?
Yes - under the bar that has the apple / finder / time / etc.
Adding to this for my sister. She was using Print Shop 3. Opened the color palette to change color of a shape. It's that palette that is stuck up under menu bar of home screen. right side under wifi & time. Quiting program & restarting brings it right back to same place. Right clicking and trying to drag it down doesn't work. MBA running Mavericks.
What is the Mac operating system? What application? Is it a toolbar, or actual window with content that is hidden?
have you tried option command escape combination to force quit the program?
That was listed in my post. Mavericks. Print Shop 3.
There is no need to force quit the program. It quits fine and color palette goes away but comes back as soon as you reopen and choose shapes. I have the same program and my palette opens to right of print shop screen. The only way to move that palette is to grab at very top of palette but on her computer the palette is up under the menu bar and only shows a part of it and it can't be grabbed to move it down.
