Q: iCloud Photo Library doesn't sync - iCloud restore in progress

I've activated iCloud Photo Library Beta on my iPad Mini Retina. When I activate the feature, I get the following popup:

 

iCloud Restore in Progress
iCloud Photo Library will begin syncing when this device has finished restoring from backup.

 

When I first got this error, I thought it would be temporary. Several weeks later, still the same problem. In the bottom of the Photos app, I see it is 'syncing', but nothing is happening. My iPhone syncs just fine.

 

- I tried disabling and enabling iCloud Photo Library Beta several times.

- I tried going back to factory settings.

- I tried an actual iCloud restore which is finished, since I can start a manual backup.

 

Nothing works. Any ideas on how I can get this to work? I was really looking forward to this feature. Thanks!

    Does anyone have an idea on how to fix this issue? My iPad still says it's syncing, and the photos from iCloud are not showing up on my iPad.

    Have you restored the device at any time, it sounds to me as though the device hasn't finished a restore rather than there being a problem with iCloud photos.

    I did restore the device, hoping it would solve this problem. But it didn't.

     

    The strange thing is that there is no restore going on. When I go to my iCloud settings, I can initiate a new iCloud Backup. This is not possible if the iPad is really restoring. So somehow the Photos app keeps thinking it is restoring something, while it isn't.

     

    Any other ideas?

    I'm not really certain then. Have you tried turning off iCloud photos, making sure my photo stream and photo stream sharing are off, restarting, then turning iCloud photos back on again.

    I have the same problem and tried everything. Anyone have any idea of a solution? I restored via iTunes, so I really do not understand the error.

    I am having the same problem as well.  Every time I go onto the iPad in Photos it says that the Photos are "Syncing", but it never syncs.  The photos are on my iPhone 5, and they show up on my computer when I log into the iCloud Photo Library on the web, but they will not sync to my iPad and it is endlessly trying to restore what?  Please help Apple!

    I'm facing the same problem. After seeing for the past days the same number of photos to be uploaded I decided to turn icloud photo library off and then on, and that same error appeared. I hope that iCloud does not end up being another mobileMe fiasco like.

    I also had this problem.  Tried all types of resets and restores without any luck.  What worked for me in the end was to use iTunes to sync a minimal number of photos which automatically turned off iCloud Photo Library on the iPad.  After that finished on the iPad I turned on iCloud Photo Library and agreed to delete the photos I'd just synced and then it worked.

    Trent 1982 solution works!

     

    I tried just about everything that I could think of as well as some of the solutions described above.  What worked was syncing my iPad with iTunes and transferring a few photos over to the iPad.  Then I turned on iCloud Photo Library and it asked to delete the photos I transferred and then iCloud Photo Library started syncing!

     

    This problem has been bugging me for weeks and I am glad that it is fixed now!

    Thanks so much! This finally solved the issue for me after three months! Very happy to finally see those iPad photos appear on my iPhone!

    Thank you Trent1982.  This worked for me.  I have been working on this for three days now, with 3 calls into Apple who could not help.  Go figure.

    i tried the option to sync with iTunes and turn on iCloud photos.. but that didn't help..

    any other suggestions ?
