Q: Does Yosemite 10.10 auto shut down if you are not logged in

Does Yosemite (10.10) automatically turn off the computer to save power when there is no user logged in?  My machine was acting strangely and dropped all network connectivity so I chose restart from the Apple menu and walked away with the power cable attached. All four power adapter options checked ON (prevent auto sleep, sleep hard disks, wake for network, Enable power nap).

 

When I came back I was expecting to tap the space bar and be at the login screen.  The computer was completely off, I needed to press the power button to bring it back on and it chimed on the way back up.  After boot it allowed login only from the built-in monitor and not the thunderbolt monitor it was connected to. 

 

Did I trip over a bug or is this normal behavior?  Is it doing this to save power so it is not actually running if there is no active user?
