After updating my iOS to 8.1, my iphone-5 experiencing the problems. Mostly it says, phone is switched off or Not reachable.Previously, there was no issue. I think,this not network providers issue. Definitely, this is phone issue.

That behavior sounds like you have Do Not Disturb turned on. Check in Settings to see if it is on, and then turn it off. Also, if it is on, then it is set to block all calls, but if someone calls right back, the call will get through. Turn off Do Not Disturb, then you will receive your calls.

I had similar problem, I have ios 9.3.4. I narrowed it down to mobile problem, the same sim working with another android mobileđ. After multipe phone restart, I tried "Reset Network Settings" to Factory Default. That fixed it đNow able to get incoming calls!!!đ
If Do Not Disturb is activated and you are receiving calls, check with your carrier. Some carriers have conditional call forwarding and it could be a problem on their end. Have them reset your account. The carrier has control over call handling, and if you are able to make calls, receive and send SMS, I would say they need to intervene.

RE insert your sim card in your phone I hope that it will work sometimes sim card is not properly inserted or due some bumps it gets dislocated

Do you see a signal indicated in the top left corner? Do you have Do Not Disturb turned on? Generally, that message indicates there is no signal from the carrier. I would contact the carrier and have them check the status of your account. The handling of telephone calls is a carrier service, they should troubleshoot this.
UUser troubleshooting includes restart, reset, restore from backup, restore as new. If you have done all those steps, then you can make an appointment at the Genius Bar at the Apple Store or your Authorized Apple Service Provider. Otherwise, it is a carrier issue. They handle phone calls.
Follow all of the steps outlined in this thread, including contacting your carrier. Until you have tried the restart, reset, restore, and have contacted your carrier, there is really no point in going into Apple....

Even i am having the same issue. Signal strength is good on my phone, i am receiving SMS, Whats app messages and even i can make a call without any issue, but my friends are unable to call me. Whenever they call they are getting the message as either phone is switched off or not rechable even though the phone is switched on and i can see the full strength of the network. This seems to be a phone issue as i changed the same sim to other android phone and there there is no issue like this.
I'm facing the same problem in India with iPhone 5S and Airtel telecom. Tried resetting the phone and changing the SIM but same issue. One thing I noticed is that if a caller immediately redials then call comes to my phone.
If you can call out, the phone is working. Check with your cellular provider.
Do you still have that problem after reseting network settings?

I'm using iphone 7 and i have tried everything, like restart, restore from backup and also tried reseting network settings
After that the apple care replaced new phone due to this issue.
But no use. The problem still remains

Great.. i'm stuck between provider and iphone. Provider says, problem in Phone. and iphone says problem in network.
if there is problem in network, then i can't make call easily, also the conversation on phone will not be clear.
Thanks for the suggestions. I tried many things like removing the sim card and inserting, changing the sim card, upgrading the IOS etc but unfortunately nothing worked!!. This most likely seems to be an issue with iphone/IOS (i could see may people facing the same issue. So less likely a phone issue) because if the same sim card is inserted in another Android phone, i am not seeing any issue with that. Everything looks proper on my iphone like i could see the network bar is proper, able to receive SMS, Whats app messages, Able to make calls without any issue but only problem surfaces when somebody tries to call me. I am not sure if this happens after i upgraded the IOS earlier from 5.x to 7.x??

I am facing the same problem with my iPhone 6. The SIM works fine on another android phone. But on iPhone 6 the problem appears randomly. Patchy performance. I receive missed call notifications without getting any ring and people complain they tried calling several times. Sometimes it is in not reachable state, but other times they hear the phone ringing (but I don't see any incoming alert)
